WhatsApp Business app or the API: which does your business need?
By the ProLab teamPublished Updated 7 min read
Short answer
The WhatsApp Business app is a free phone app for a small team answering by hand. The WhatsApp Business Platform is Meta's API: it has no app of its own, connects WhatsApp to your CRM and automation, and is charged per delivered message. Move to the Platform when messages outgrow one phone, or when you want replies, bookings and follow-ups to run by themselves.

What is the difference between the two?
| Row | WhatsApp Business app | WhatsApp Business Platform (API) |
|---|---|---|
| What it is | A free app you install on a phone | A set of APIs. There is no app; it plugs into other software |
| Built for | Small businesses answering messages themselves | Businesses that need automation, many agents or system integration |
| Set-up | Download from the app store and register your number | Needs a developer or a partner to connect it |
| Cost | Free | Charged per message, by message category |
| Automation | Greeting, away and quick-reply messages | Full automation: chatbots, sequences, CRM sync, order updates |
| Team use | One phone plus a small number of linked devices | As many agents and bots as your software allows |
Neither is the better product. They are built for different sizes of conversation. The question is only which one fits the number of messages you get and what you want to happen with them.
How does Meta charge for the WhatsApp Business Platform?
Meta charges per message delivered, not per conversation, and only for messages a business sends. Messages your customers send to you are never charged. What you pay depends on the category of the message and the country code of the person receiving it.
| Message type | What it is | Charged? |
|---|---|---|
| Marketing template | Promotions, offers and announcements you start | Yes, per delivered message |
| Utility template | Order confirmations, delivery updates, reminders | Yes, per delivered message, including inside the customer service window |
| Authentication template | One-time passcodes | Yes, per delivered message |
| Service message | An ordinary, non-template reply to a customer who wrote to you | The first 1,000 each month per business phone number are free, then charged |
| Message from a customer | Anything the customer sends you | Never |
Two practical points follow. A small business that mostly answers enquiries may never leave the free tier. And Meta needs a payment method on file: without one, service messages stop being delivered once the free tier is used up. Replies written by Meta's own Business Agent are a separate category with a usage-based charge.
You know the price before we start. Published packages are fixed; systems and agents are scoped.
Start on WhatsAppWhat is the 24-hour customer service window?
When a customer messages your business, a 24-hour customer service window opens, and each new message from the customer resets it. Inside the window you can reply with ordinary free-form messages, which Meta calls service messages.
Once the window closes you can only start the conversation again with an approved template message. This is the rule that shapes every WhatsApp automation: answer while the window is open, and keep templates for reminders and updates after it closes.
When should you move from the app to the Platform?
Stay on the app while one or two people can answer everything by hand. Move to the Platform when any of these is true.
- Enquiries arrive faster than your team can answer, or outside working hours.
- More people need to answer than the app's linked devices allow.
- You want replies, bookings and follow-ups to run automatically.
- You want every conversation logged against the customer in a CRM.
- You want to send order updates or reminders from your own system.
You do not always have to choose. Meta allows a business to use the WhatsApp Business app and the Platform with the same phone number, so a team can keep the app it knows while automation runs alongside it.
What does WhatsApp automation look like in practice?
A customer message comes in. It is understood, answered, booked, invoiced and logged in your CRM, before anyone on your team looks up. ProLab builds WhatsApp automation for UAE companies: replies, bookings, follow-ups, order updates and CRM sync, in Arabic and English.
